If you wish to surprise someone with a ring, try to ask their friend or family member about the size or quietly borrow his/her ring to bring to a jewler for sizing. It is always good to measure your finger multiple times during the day. If your knuckle is larger than the base of your finger, measure both your knuckle and the base of your finger and select a size between the two. If you're vacillating between two sizes, always choose the larger one. The evening is the best time to measure your finger size. Because of cooler weather in the morning, your fingers are actually slimmer at the start of the day, and expand a little as it warms up. The time of day and weather also affect measurement. It needs to be tight enough not to fall off, but loose enough to be comfortable and slide over your knuckle.
